Narrative:
Was VFR from pbi to tmb and while passing through opa locka's airspace the tower operator at opa locka became involved with another aircraft. Knowing that I was approaching miami's airspace. I requested a handoff. The tower operator acknowledged the handoff and I attempted to contact miami. By the time miami acknowledged my existence and gave me a transponder code. I was inside the TCA and they gave me a vector to avoid traffic flow. The problem, I feel, was the time delay in opa locka handing me off and miami accepting my call. I have had several instances in the past when miami controllers would not acknowledge my calls or else they would tell me to contact a different controller on a different frequency. On one instance previously at miami, I have played the controller pass around game for 4 controllers with still no acknowledgement and then amended my flight plan to avoid their airspace. I usually now try to avoid their airspace because I feel they do not want to work with small VFR traffic. I do not feel this misuse of the system is right. If the airspace would be designated for IFR 'heavy' traffic only, then I could understand, but it is not, and all traffic should be handled on as they come basis. To me, my airspace and my intentions are just as important as the small transport or light transport being handled. If this were just one instance, I would also point out that the opa locka controller should have taken steps to provide for another transition for me while en route. Perhaps even a vector to clear the TCA until a proper handoff to miami was accomplished. But there have been many instances in the past which steers me to focus on the unwillingness of the miami controllers to work small VFR traffic.

Title: A POLICE SMA ENTERED THE MIA TCA WITHOUT CLRNC.
Narrative: WAS VFR FROM PBI TO TMB AND WHILE PASSING THROUGH OPA LOCKA'S AIRSPACE THE TWR OPERATOR AT OPA LOCKA BECAME INVOLVED WITH ANOTHER ACFT. KNOWING THAT I WAS APCHING MIAMI'S AIRSPACE. I REQUESTED A HDOF. THE TWR OPERATOR ACKNOWLEDGED THE HDOF AND I ATTEMPTED TO CONTACT MIAMI. BY THE TIME MIAMI ACKNOWLEDGED MY EXISTENCE AND GAVE ME A TRANSPONDER CODE. I WAS INSIDE THE TCA AND THEY GAVE ME A VECTOR TO AVOID TFC FLOW. THE PROBLEM, I FEEL, WAS THE TIME DELAY IN OPA LOCKA HANDING ME OFF AND MIAMI ACCEPTING MY CALL. I HAVE HAD SEVERAL INSTANCES IN THE PAST WHEN MIAMI CTLRS WOULD NOT ACKNOWLEDGE MY CALLS OR ELSE THEY WOULD TELL ME TO CONTACT A DIFFERENT CTLR ON A DIFFERENT FREQ. ON ONE INSTANCE PREVIOUSLY AT MIAMI, I HAVE PLAYED THE CTLR PASS AROUND GAME FOR 4 CTLRS WITH STILL NO ACKNOWLEDGEMENT AND THEN AMENDED MY FLT PLAN TO AVOID THEIR AIRSPACE. I USUALLY NOW TRY TO AVOID THEIR AIRSPACE BECAUSE I FEEL THEY DO NOT WANT TO WORK WITH SMALL VFR TFC. I DO NOT FEEL THIS MISUSE OF THE SYS IS RIGHT. IF THE AIRSPACE WOULD BE DESIGNATED FOR IFR 'HVY' TFC ONLY, THEN I COULD UNDERSTAND, BUT IT IS NOT, AND ALL TFC SHOULD BE HANDLED ON AS THEY COME BASIS. TO ME, MY AIRSPACE AND MY INTENTIONS ARE JUST AS IMPORTANT AS THE SMT OR LTT BEING HANDLED. IF THIS WERE JUST ONE INSTANCE, I WOULD ALSO POINT OUT THAT THE OPA LOCKA CTLR SHOULD HAVE TAKEN STEPS TO PROVIDE FOR ANOTHER TRANSITION FOR ME WHILE ENRTE. PERHAPS EVEN A VECTOR TO CLR THE TCA UNTIL A PROPER HDOF TO MIAMI WAS ACCOMPLISHED. BUT THERE HAVE BEEN MANY INSTANCES IN THE PAST WHICH STEERS ME TO FOCUS ON THE UNWILLINGNESS OF THE MIAMI CTLRS TO WORK SMALL VFR TFC.
