Narrative:
After going through the phx TCA, I requested to go to buckeye VOR. However, phx approach has suggested me to go to scottsdale from midfield. I thought because of congestion of TCA, phx approach had told me to go to scottsdale. Phx approach had gave me a frequency change to 120.7 from 123.7 which I was using. Phx approach asked me if I could see the scottsdale airport. For the second time, I looked to the 1 O'clock position then I found the scottsdale airport. Phx approach said 'contact scottsdale tower on 119.9, good-day.' I thought that scottsdale is going to vector me towards buckeye VOR. However I was a little confused because buckeye was southwest of my position. I have switched my frequency to 119.9 and made my contact to the scottsdale tower. But, at this point I have also said 'landing' by mistake. Scottsdale tower gave me a clear for straight in approach. I've straightened myself while I'm descending. At this point, I wanted to express 'touch and go' or 'transition' instead of landing. But tower was really busy and it was also during my descent. So, I could not speak out. Then scottsdale tower said 'maintain 3000 ft and enter the downwind.' my position compared to runway was pretty close at this time. I was confused and trying to find the way of entry to the downwind. Which lead me to right turn. I saw another aircraft that flying close to me. Another aircraft that was in the pattern has announced to the tower about me trying to help. Scottsdale tower gave me a clear for landing (said 'clear to land'). I saw another aircraft in the close edge of the runway 03 before the number but I landed flying over the top of him.

Title: PVT PLT OF SMA ACFT DEVIATED FROM TWR INSTRUCTIONS AND HAD A NMAC WITH ANOTHER ACFT DUE TO A COM LANGUAGE BARRIER.
Narrative: AFTER GOING THROUGH THE PHX TCA, I REQUESTED TO GO TO BUCKEYE VOR. HOWEVER, PHX APCH HAS SUGGESTED ME TO GO TO SCOTTSDALE FROM MIDFIELD. I WAS CONFUSED AND TRYING TO FIND THE WAY OF ENTRY TO THE DOWNWIND. WHICH LEAD ME TO R TURN. I SAW ANOTHER ACFT THAT FLYING CLOSE TO ME. ANOTHER ACFT THAT WAS IN THE PATTERN HAS ANNOUNCED TO THE TWR ABOUT ME TRYING TO HELP. SCOTTSDALE TWR GAVE ME A CLR FOR LNDG (SAID 'CLR TO LAND'). I SAW ANOTHER ACFT IN THE CLOSE EDGE OF THE RWY 03 BEFORE THE NUMBER BUT I LANDED FLYING OVER THE TOP OF HIM.
