Narrative:

Suffolk and chesapeake airport which is close by have same frequency 122.7 due to confusion of communication with aircraft at both fields it was difficult to know who was landing where. The small aircraft X was doing touch-and-goes on runway 25 the small aircraft Y enter on 45 degrees for 25. The small aircraft X pulled to right of small aircraft Y. Small aircraft Y made sharp left turn. Small aircraft X pulled up from wingtip of small aircraft Y struck bottom of rudder on small aircraft X. There were no injuries from either aircraft. Callback conversation with reporter revealed the following information: reporter states he has been given notice by FAA that they wish to suspend his certificate for 60 days. He believes he is no more at fault than other pilot. Instruction was being given in other aircraft and reporter never heard any communication on unicom reference their position.

SMA X PULLED UP FROM WINGTIP OF SMA Y STRUCK BOTTOM OF RUDDER ON SMA X. THERE WERE NO INJURIES FROM EITHER ACFT. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES HE HAS BEEN GIVEN NOTICE BY FAA THAT THEY WISH TO SUSPEND HIS CERTIFICATE FOR 60 DAYS. HE BELIEVES HE IS NO MORE AT FAULT THAN OTHER PLT. INSTRUCTION WAS BEING GIVEN IN OTHER ACFT AND RPTR NEVER HEARD ANY COM ON UNICOM REF THEIR POS.
