Narrative:
*An air carrier light transport crew was in position to hold on runway 4L at ewr. A crew was on its way out to inspect the runway and clear reported debris. Aircraft were lined up for takeoff, and lndgs were being made on runway 4R. A foreign widebody transport was directed to land on runway 4R, but made its approach to 4L. It was told several times to go around, but did not do so until about 100 ft over the top of the reporting light transport. The reporting first officer in the light transport believes that there was a language problem. There was frequency congestion. The reporter likens his incident to the accident at lax. Callback conversation with reporter revealed the following information: this reporter is new to the ASRS, this is his first report. He now knows that we cannot solve his employer's problems with maintenance, duty regulations, etc. He will send in more reports as conditions warrant. His log of operational discrepancies is growing daily.

Title: A WDB OPERATED BY A FOREIGN ACR NEARLY LANDED ON TOP OF AN ACR LTT AT EWR. THE WDB HAD BEEN TOLD TO GAR SEVERAL TIMES.
Narrative: *AN ACR LTT CREW WAS IN POS TO HOLD ON RWY 4L AT EWR. A CREW WAS ON ITS WAY OUT TO INSPECT THE RWY AND CLR RPTED DEBRIS. ACFT WERE LINED UP FOR TKOF, AND LNDGS WERE BEING MADE ON RWY 4R. A FOREIGN WDB WAS DIRECTED TO LAND ON RWY 4R, BUT MADE ITS APCH TO 4L. IT WAS TOLD SEVERAL TIMES TO GAR, BUT DID NOT DO SO UNTIL ABOUT 100 FT OVER THE TOP OF THE RPTING LTT. THE RPTING FO IN THE LTT BELIEVES THAT THERE WAS A LANGUAGE PROBLEM. THERE WAS FREQ CONGESTION. THE RPTR LIKENS HIS INCIDENT TO THE ACCIDENT AT LAX. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: THIS RPTR IS NEW TO THE ASRS, THIS IS HIS FIRST RPT. HE NOW KNOWS THAT WE CANNOT SOLVE HIS EMPLOYER'S PROBLEMS WITH MAINT, DUTY REGS, ETC. HE WILL SEND IN MORE RPTS AS CONDITIONS WARRANT. HIS LOG OF OPERATIONAL DISCREPANCIES IS GROWING DAILY.
