Narrative:

I filed a VFR flight plan from flg to odessa through elp. WX at maf was IFR at time of departure with progress for improving to MVFR. Over elp I could see a solid deck east and maf reporting bout 1200 ft ceiling. I filed IFR on top and continued on without approach plates for tx, half hoping it would be broken by the time I got to maf and descend with a contact approach through a hole. Instead of landing at odessa I had approach describe the ILS approach to me, shot it to circle to land and landed successfully. However, after flying 4 hours, if bases were lower, or I encountered ice or turbulence or dusk and turned to night or any other problem occurred besides not having approach plates for the area I was flying, things could have gotten 'sticky.' I allowed my options to narrow by not having the approach plates. With the flying I am now doing I am going to expand my instrument chart/plate subscription to the entire united states. I am also concerned that this is the second time in as many weeks that I had a need to fill out a NASA form. I am looking at that seriously and considering what I need to change in my flying habits. Also, the altitude listed on the CG19 WAC for maf is 287, about 2600 ft off!

Title: ARPT ELEVATION FOR MAF ON THE WORLD AERO CHART IS IN ERROR. ELEVATION SHOWN IS 287 FT, WHEN THE CORRECT ELEVATION IS 2871.

I FILED IFR ON TOP AND CONTINUED ON WITHOUT APCH PLATES FOR TX, HALF HOPING IT WOULD BE BROKEN BY THE TIME I GOT TO MAF AND DSND WITH A CONTACT APCH THROUGH A HOLE. INSTEAD OF LNDG AT ODESSA I HAD APCH DESCRIBE THE ILS APCH TO ME, SHOT IT TO CIRCLE TO LAND AND LANDED SUCCESSFULLY. HOWEVER, AFTER FLYING 4 HRS, IF BASES WERE LOWER, OR I ENCOUNTERED ICE OR TURB OR DUSK AND TURNED TO NIGHT OR ANY OTHER PROB OCCURRED BESIDES NOT HAVING APCH PLATES FOR THE AREA I WAS FLYING, THINGS COULD HAVE GOTTEN 'STICKY.' I ALLOWED MY OPTIONS TO NARROW BY NOT HAVING THE APCH PLATES. WITH THE FLYING I AM NOW DOING I AM GOING TO EXPAND MY INST CHART/PLATE SUBSCRIPTION TO THE ENTIRE UNITED STATES. I AM ALSO CONCERNED THAT THIS IS THE SECOND TIME IN AS MANY WKS THAT I HAD A NEED TO FILL OUT A NASA FORM. I AM LOOKING AT THAT SERIOUSLY AND CONSIDERING WHAT I NEED TO CHANGE IN MY FLYING HABITS. ALSO, THE ALT LISTED ON THE CG19 WAC FOR MAF IS 287, ABOUT 2600 FT OFF!
