Narrative:

This event took place on departure for hks airport, which lies under the jan arsa. I had an IFR flight plan on file and planned to pick it up once I was in the air. The base of the arsa is 1700 MSL. However, on departure, I climbed to 1650 MSL VFR, then contacted jan departure control. Jan departure control issued a squawk code and altimeter setting, which made my altimeter read 1750 MSL. Contributing factors were improper altimeter setting, not contacting departure control sooner. How it was discovered was obvious. Corrective actions were not necessary because after contact was made I received my IFR clearance. There was no other aircraft in the area I know of.

Title: AIR TAXI ACFT ENTERS ARSA FLOOR PRIOR TO RECEIVING CLRNC.

Narrative: THIS EVENT TOOK PLACE ON DEP FOR HKS ARPT, WHICH LIES UNDER THE JAN ARSA. I HAD AN IFR FLT PLAN ON FILE AND PLANNED TO PICK IT UP ONCE I WAS IN THE AIR. THE BASE OF THE ARSA IS 1700 MSL. CORRECTIVE ACTIONS WERE NOT NECESSARY BECAUSE AFTER CONTACT WAS MADE I RECEIVED MY IFR CLRNC. THERE WAS NO OTHER ACFT IN THE AREA I KNOW OF.
