Narrative:
Departed lax runway 25R, assigned 2000 ft with a turn to heading 200 degrees after passing the lax VOR. After checking in with departure at 1100 ft MSL, we were given climb clearance to 9000 ft. Approximately 20 seconds elapsed when the departure controller said 'maintain 2300 ft for now, traffic alert 1-2 O'clock.' we were passing through 2100 ft when we received this clearance. At that moment we noticed an small aircraft sel at our 1 O'clock position moving to our 7 O'clock position with no horizontal separation and approximately 75 ft vertical separation. An immediate climb was required to avoid collision and the small aircraft passed below us. The small aircraft was apparently utilizing the 'shoreline route' a VFR corridor through the lax TCA and under positive control. It is our feeling that 1/4 to 1/2 mi off the departure end of a major international airport is no place to have a VFR transition route through a TCA, whether under positive control or not. We also believe that at such an airport, the departure controller is too busy to handle VFR aircraft.
Original NASA ASRS Text
Title: FLC OF ACR LTT ACFT TOOK EVASIVE ACTION TO AVOID A COLLISION WITH ANOTHER SMA VFR ACFT.
Narrative: DEPARTED LAX RWY 25R, ASSIGNED 2000 FT WITH A TURN TO HDG 200 DEGS AFTER PASSING THE LAX VOR. AFTER CHKING IN WITH DEP AT 1100 FT MSL, WE WERE GIVEN CLB CLRNC TO 9000 FT. APPROX 20 SECONDS ELAPSED WHEN THE DEP CTLR SAID 'MAINTAIN 2300 FT FOR NOW, TFC ALERT 1-2 O'CLOCK.' WE WERE PASSING THROUGH 2100 FT WHEN WE RECEIVED THIS CLRNC. AT THAT MOMENT WE NOTICED AN SMA SEL AT OUR 1 O'CLOCK POS MOVING TO OUR 7 O'CLOCK POS WITH NO HORIZ SEPARATION AND APPROX 75 FT VERT SEPARATION. AN IMMEDIATE CLB WAS REQUIRED TO AVOID COLLISION AND THE SMA PASSED BELOW US. THE SMA WAS APPARENTLY UTILIZING THE 'SHORELINE RTE' A VFR CORRIDOR THROUGH THE LAX TCA AND UNDER POSITIVE CTL. IT IS OUR FEELING That 1/4 TO 1/2 MI OFF THE DEP END OF A MAJOR INTL ARPT IS NO PLACE TO HAVE A VFR TRANSITION RTE THROUGH A TCA, WHETHER UNDER POSITIVE CTL OR NOT. WE ALSO BELIEVE THAT AT SUCH AN ARPT, THE DEP CTLR IS TOO BUSY TO HANDLE VFR ACFT.
