Narrative:

Aircraft was being vectored downwind for the ILS runway 34 approach at 5000 ft. At approximately 5 NM ese of avl in level flight at 200 KIAS, the GPWS sounded 'whoop, whoop, pull up, terrain, terrain.' being VMC, terrain was visually cleared and altitude maintained. The radar MVA for that area was verified with ATC. The GPWS continued to make the same annunciation under similar circumstances. Had conditions been IMC, a climb would have been initiated possibly compromising separation with other traffic. Ignoring GPWS is not a safe option. P.south. Condition of GPWS was verified with maintenance.

Title: FLC OF A GOV LTT ACFT EXPERIENCED A GPWS WARNING DURING LEVEL FLT ON A DOWNWIND LEG FOR LNDG.

HAD CONDITIONS BEEN IMC, A CLB WOULD HAVE BEEN INITIATED POSSIBLY COMPROMISING SEPARATION WITH OTHER TFC. IGNORING GPWS IS NOT A SAFE OPTION. P.S. CONDITION OF GPWS WAS VERIFIED WITH MAINT.
