Narrative:
VFR flight from O22 to mod in an small aircraft. Uneventful departure from O22 in VFR conditions. Contacted stockton approach (125.1) for advisories. Handed off to mod tower. Mod was calling sky obscured visibility 3/4 fog and haze. Called castle approach for vectors to ILS 28R (radio ok). After clearance for approach was received, intercepted localizer. Handed off to tower (radio still ok). Reported OM. Cleared to land by mod tower. Noticed GS was out and continued on localizer approach. Did not see runway at MDA and proceeded with the missed approach. At the report of the missed, no response from tower. Tried to reach castle approach. No response. Held as published. On the first inbound turn lost all navigation equipment (I was VFR). On the inbound leg airport was spotted and uneventful landing was made. In-flight visibility to the west (at my altitude) estimated 3 mi. Taxied off runway. Was able to reach ground control and taxi to destination. Alternator was found to be inoperative and battery low. Requested to call with details. Alternator replaced and aircraft returned to service.
