Narrative:
Upon departure flaps would not retract fully due to a 'disagreement' and aircraft exhibited a rolling motion to the right. Outbound flaps indicated 2 units, nacelle and inboard indicated 2 light segments illuminated, first light segment blank. After running the checklist for a flap disagreement we circled for 20 mins to get below landing weight. Then returned to orlando (mco) for a 0 flap landing. Touchdown was smooth with no further complications.

Title: LTT COMMUTER HAD TROUBLE RETRACTING THE WING FLAPS AFTER TKOF. RETURN LAND MCO.
Narrative: UPON DEP FLAPS WOULD NOT RETRACT FULLY DUE TO A 'DISAGREEMENT' AND ACFT EXHIBITED A ROLLING MOTION TO THE R. OUTBOUND FLAPS INDICATED 2 UNITS, NACELLE AND INBOARD INDICATED 2 LIGHT SEGMENTS ILLUMINATED, FIRST LIGHT SEGMENT BLANK. AFTER RUNNING THE CHKLIST FOR A FLAP DISAGREEMENT WE CIRCLED FOR 20 MINS TO GET BELOW LNDG WT. THEN RETURNED TO ORLANDO (MCO) FOR A 0 FLAP LNDG. TOUCHDOWN WAS SMOOTH WITH NO FURTHER COMPLICATIONS.
