Narrative:

Being cleared for the ILS 28 approach, we located the airport runway at 600 ft AGL with a visibility of 3/4 mi. On the rollout, the first officer commented don't use reverse because of the '1-3 inches of new snow that was on the runway,' so I allowed the aircraft to roll past the taxiway. I turned the aircraft around and with the white clouds, new snow on the ground and light snow falling, I saw the blue taxi can and I turned onto what I thought was the taxiway. I thought that the txwys were not plowed. I added power. At that time the first officer said when he noticed that there was no taxi can on his side, that we were not on the taxiway. I started to reduce power when the nosewheel hit an uneven surface and collapsed. We performed the emergency checklist, and evacuate/evacuationed the passenger uneventfully.
