Narrative:

Ramp area at FBO cle is lighted by lights on top of the hangar. When taxiing onto ramp, lights are so bright that it is hard to see ahead. When it is raining it is impossible to see ahead. Other aircraft, line service personnel, fuel trucks, and chocks are invisible! This situation is an accident waiting to happen. Callback conversation with reporter revealed the following information: reporter states he does not know how to suggest what changes needed. Just knows something should be changed. Suggests an expert on lighting to input ideas. He believes the ht of the lights is part of the problem. The wet ramp and night vision adjustment are part of problem. It is just this one area, at the FBO that has the problem.

Title: CPR FLC UNABLE TO SEE AHEAD ON WET RAMP DUE TO LIGHTING THAT BLINDS.

Narrative: RAMP AREA AT FBO CLE IS LIGHTED BY LIGHTS ON TOP OF THE HANGAR. WHEN TAXIING ONTO RAMP, LIGHTS ARE SO BRIGHT THAT IT IS HARD TO SEE AHEAD. WHEN IT IS RAINING IT IS IMPOSSIBLE TO SEE AHEAD. OTHER ACFT, LINE SVC PERSONNEL, FUEL TRUCKS, AND CHOCKS ARE INVISIBLE! THIS SIT IS AN ACCIDENT WAITING TO HAPPEN. CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATES HE DOES NOT KNOW HOW TO SUGGEST WHAT CHANGES NEEDED. JUST KNOWS SOMETHING SHOULD BE CHANGED. SUGGESTS AN EXPERT ON LIGHTING TO INPUT IDEAS. HE BELIEVES THE HT OF THE LIGHTS IS PART OF THE PROB. THE WET RAMP AND NIGHT VISION ADJUSTMENT ARE PART OF PROB. IT IS JUST THIS ONE AREA, AT THE FBO THAT HAS THE PROB.
