Narrative:
First long flight with recently (acquired aircraft). Winds stronger then predicted. Fuel burn much more than book so changed flight to closer airport. On final approach, turned to tank showing most fuel, gauge wrong (showed 7 gal), ran dry on approach. Switched tanks but went below minimums before being able to restart and pull up. Worried about other amounts, reshot approach and landed. Tower declared emergency on their own. (Aircraft) book calls for 950 mi flight at altitude cancel settings used. Flight only 500 mis (4 hours), book calls for 13 gph burn actual was about 19 gph. Planned for 15 gph with 1 hour plus reserve. Have now modified flight criteria for management on future flts. Still had 13 gals in tank (gauges inaccurate).
