Narrative:
On the afternoon of jan/fri/93, I took off with 5 passenger from lnn to ytz on an IFR flight plan. I had gotten a standard briefing (WX) from cleveland FSS at approximately XA00 for an XB00 departure and got the usual flight precaution for possible icing in the clouds and precipitation. I then listened more intently for temperature, PIREPS on ice and tops, and current conditions along the route. Although the temperature at lnn was 35 degrees F, there were only 2 reports of ice along the route and both of those were for light rime (as reported by light aircraft). I decided to go based on this information. On climb out through 4000 ft, ice began to accumulate rapidly, and I had to act quickly. Knowing that lake erie, with no obstructions, was 2-3 mi north and the temperatures were above freezing below me, I elected to descend and turn north. I lost contact with cle approach and contacted lnn tower who told me to try eri. I reached the bases at 1800 ft MSL, descended below and cancelled IFR. I proceeded along the lake shore and requested a frequency change to FSS and got it. While talking with cle FSS, I inadvertently entered the eri air traffic area and control zone without clearance to do so. So as to avoid this again, I will pay more attention to temperatures and give them as much credence as PIREPS as to icing conditions.

Title: AN SMA PLT EXERCISED HIS EMER AUTHORITY AND DSNDED INTO CLR AIR WHEN ENCOUNTERING ICE.
Narrative: ON THE AFTERNOON OF JAN/FRI/93, I TOOK OFF WITH 5 PAX FROM LNN TO YTZ ON AN IFR FLT PLAN. I HAD GOTTEN A STANDARD BRIEFING (WX) FROM CLEVELAND FSS AT APPROX XA00 FOR AN XB00 DEP AND GOT THE USUAL FLT PRECAUTION FOR POSSIBLE ICING IN THE CLOUDS AND PRECIPITATION. I THEN LISTENED MORE INTENTLY FOR TEMP, PIREPS ON ICE AND TOPS, AND CURRENT CONDITIONS ALONG THE RTE. ALTHOUGH THE TEMP AT LNN WAS 35 DEGS F, THERE WERE ONLY 2 RPTS OF ICE ALONG THE RTE AND BOTH OF THOSE WERE FOR LIGHT RIME (AS RPTED BY LIGHT ACFT). I DECIDED TO GO BASED ON THIS INFO. ON CLBOUT THROUGH 4000 FT, ICE BEGAN TO ACCUMULATE RAPIDLY, AND I HAD TO ACT QUICKLY. KNOWING THAT LAKE ERIE, WITH NO OBSTRUCTIONS, WAS 2-3 MI N AND THE TEMPS WERE ABOVE FREEZING BELOW ME, I ELECTED TO DSND AND TURN N. I LOST CONTACT WITH CLE APCH AND CONTACTED LNN TWR WHO TOLD ME TO TRY ERI. I REACHED THE BASES AT 1800 FT MSL, DSNDED BELOW AND CANCELLED IFR. I PROCEEDED ALONG THE LAKE SHORE AND REQUESTED A FREQ CHANGE TO FSS AND GOT IT. WHILE TALKING WITH CLE FSS, I INADVERTENTLY ENTERED THE ERI ATA AND CTL ZONE WITHOUT CLRNC TO DO SO. SO AS TO AVOID THIS AGAIN, I WILL PAY MORE ATTN TO TEMPS AND GIVE THEM AS MUCH CREDENCE AS PIREPS AS TO ICING CONDITIONS.
