Narrative: *A NEW PROC AT FACILITY REQUIRES THAT ALL VEHICLES ON THE RWY BE ON LCL CTL FREQ RATHER THAN GND CTL. RPTR FEELS THAT LCL CTL IS TOO BUSY TO HANDLE THE EXTRA WORKLOAD AND SHOULD NOT BE INVOLVED WITH THIS TASK.
