Narrative:
While on a practice ILS approach tower requested a 3 NM final report. I was very busy conducting approach checks and before landing checklists as well as flying an ILS approach under simulated IFR conditions. The PNF was monitoring the aircraft position and looking for VFR traffic. At approximately 2 mi from apa, the tower reported that we were 2 mi from apa, it was at this time we were aware of our missed position report. Both pilots forgot to call the tower at 3 mi from landing. This position report was requested by the tower even though we were VFR and in sight by the tower. Apa tower is equipped with surveillance radar - - they should have known our position at all times. We also used den approach control for radar vectors to the final approach fix. Den approach should have briefed apa tower of our position and our missed approach instructions. We also talked with apa tower over cassie OM, approximately 90 seconds prior to our requested 3 mi report. This type of request from apa tower does nothing but increase pilot workload at a very busy time, which increases the chance for further problems during the most critical time of flight.

Title: TWR ASKED FOR A RPT WHEN ON A 3 MI FINAL. FLC FORGOT.
Narrative: WHILE ON A PRACTICE ILS APCH TWR REQUESTED A 3 NM FINAL RPT. I WAS VERY BUSY CONDUCTING APCH CHKS AND BEFORE LNDG CHKLISTS AS WELL AS FLYING AN ILS APCH UNDER SIMULATED IFR CONDITIONS. BOTH PLTS FORGOT TO CALL THE TWR AT 3 MI FROM LNDG. THIS POS RPT WAS REQUESTED BY THE TWR EVEN THOUGH WE WERE VFR AND IN SIGHT BY THE TWR. APA TWR IS EQUIPPED WITH SURVEILLANCE RADAR - - THEY SHOULD HAVE KNOWN OUR POS AT ALL TIMES. WE ALSO USED DEN APCH CTL FOR RADAR VECTORS TO THE FINAL APCH FIX. DEN APCH SHOULD HAVE BRIEFED APA TWR OF OUR POS AND OUR MISSED APCH INSTRUCTIONS. WE ALSO TALKED WITH APA TWR OVER CASSIE OM, APPROX 90 SECONDS PRIOR TO OUR REQUESTED 3 MI RPT. THIS TYPE OF REQUEST FROM APA TWR DOES NOTHING BUT INCREASE PLT WORKLOAD AT A VERY BUSY TIME, WHICH INCREASES THE CHANCE FOR FURTHER PROBS DURING THE MOST CRITICAL TIME OF FLT.
