Narrative:

I discovered that there were no life rafts on the aircraft after landing in san juan on a flight from louisville, ky. An aircraft swap had occurred before departure and the rafts did not get transferred. All crew members were on reserve and were called out with minimum notice to fly extra volume of freight that could not be carried on the scheduled flight. Life vests were on board. For the return flight, life rafts were ordered through maintenance channels and were flown in from louisville before departing san juan. Life rafts were on board for the return flight.

Title: AN ACR LGT FREIGHTER CREW FLEW OVER WATER IN THE CARIBBEAN WITHOUT THE REQUIRED LIFE RAFTS ABOARD.

Narrative: I DISCOVERED THAT THERE WERE NO LIFE RAFTS ON THE ACFT AFTER LNDG IN SAN JUAN ON A FLT FROM LOUISVILLE, KY. AN ACFT SWAP HAD OCCURRED BEFORE DEP AND THE RAFTS DID NOT GET TRANSFERRED. ALL CREW MEMBERS WERE ON RESERVE AND WERE CALLED OUT WITH MINIMUM NOTICE TO FLY EXTRA VOLUME OF FREIGHT THAT COULD NOT BE CARRIED ON THE SCHEDULED FLT. LIFE VESTS WERE ON BOARD. FOR THE RETURN FLT, LIFE RAFTS WERE ORDERED THROUGH MAINT CHANNELS AND WERE FLOWN IN FROM LOUISVILLE BEFORE DEPARTING SAN JUAN. LIFE RAFTS WERE ON BOARD FOR THE RETURN FLT.
