Narrative:

In sum: an mlt, operated by a civilian contractor, was flying an electronic countermeasure mission against an aircraft carrier near san diego. The mlt was under control of ZLA and 'beaver,' but its IFF was inadvertently turned to standby as the navy misbriefed the mission in this regard. The mlt spilled out of W291 and into control 1171 causing less than standard separation with an air carrier widebody transport inbound to lax. The air carrier had to deviate, making a turn, to avoid the mlt. The mlt never saw the air carrier widebody transport. The radar in the mlt was not working properly and the radar navigator was getting a check ride. No one was navigating the aircraft and ZLA had lost contact with the reporting mlt as the IFF was on standby and the mlt was operating on a tactical frequency. The contrite reporting mlt captain will not let this happen again.

Narrative: IN SUM: AN MLT, OPERATED BY A CIVILIAN CONTRACTOR, WAS FLYING AN ELECTRONIC COUNTERMEASURE MISSION AGAINST AN ACFT CARRIER NEAR SAN DIEGO. THE MLT WAS UNDER CTL OF ZLA AND 'BEAVER,' BUT ITS IFF WAS INADVERTENTLY TURNED TO STANDBY AS THE NAVY MISBRIEFED THE MISSION IN THIS REGARD. THE MLT SPILLED OUT OF W291 AND INTO CTL 1171 CAUSING LTSS WITH AN ACR WDB INBOUND TO LAX. THE ACR HAD TO DEVIATE, MAKING A TURN, TO AVOID THE MLT. THE MLT NEVER SAW THE ACR WDB. THE RADAR IN THE MLT WAS NOT WORKING PROPERLY AND THE RADAR NAVIGATOR WAS GETTING A CHK RIDE. NO ONE WAS NAVIGATING THE ACFT AND ZLA HAD LOST CONTACT WITH THE RPTING MLT AS THE IFF WAS ON STANDBY AND THE MLT WAS OPERATING ON A TACTICAL FREQ. THE CONTRITE RPTING MLT CAPT WILL NOT LET THIS HAPPEN AGAIN.
