Narrative:

While at 11000 ft MSL, approaching the dtw metropolitan airport we received a TCASII RA for traffic at a 1 O'clock position 1000 ft below us and climbing. TCASII RA instructed a climb. We executed the maneuver and were clear of conflict at 12000 ft MSL. Approach controller was advised. Traffic had taken off from dtw metropolitan with clearance to 10000 ft MSL. Approach advised that aircraft was at 10000 ft. We suspect the TCASII RA was due to the aircraft's climb rate (i.e., closure rate) prior to reaching 10000 ft.

Title: IN COMPLIANCE WITH TCASII RA, MLG CLBS FROM 11000 TO 12000 FT.

Narrative: WHILE AT 11000 FT MSL, APCHING THE DTW METRO ARPT WE RECEIVED A TCASII RA FOR TFC AT A 1 O'CLOCK POS 1000 FT BELOW US AND CLBING. TCASII RA INSTRUCTED A CLB. WE EXECUTED THE MANEUVER AND WERE CLR OF CONFLICT AT 12000 FT MSL. APCH CTLR WAS ADVISED. TFC HAD TAKEN OFF FROM DTW METRO WITH CLRNC TO 10000 FT MSL. APCH ADVISED THAT ACFT WAS AT 10000 FT. WE SUSPECT THE TCASII RA WAS DUE TO THE ACFT'S CLB RATE (I.E., CLOSURE RATE) PRIOR TO REACHING 10000 FT.
