Narrative:
I shot 2 NDB approachs and missed due to low ceilings and visibility. I was unable to contact controling ATC at missed approach altitude so climbed to MVA, mra, MEA of 4000 ft and regained radio and radar contact with center. I secured clearance to sjt and landed. There was no complaint from center, but I'm not sure about my climb without a clearance. I felt it was the safest course of action. WX at uva was reported by phone as 800 ft -- 3 officially before departure from sjt. WX en route was clear above 6000 ft. Flight was daytime except landing at sjt at night. Controller was unaware of my declared alternate of sjt until I told him after the missed approach procedure. I essentially followed radio out procedures until I regained contact with ATC.

Narrative: I SHOT 2 NDB APCHS AND MISSED DUE TO LOW CEILINGS AND VISIBILITY. I WAS UNABLE TO CONTACT CTLING ATC AT MISSED APCH ALT SO CLBED TO MVA, MRA, MEA OF 4000 FT AND REGAINED RADIO AND RADAR CONTACT WITH CTR. I SECURED CLRNC TO SJT AND LANDED. THERE WAS NO COMPLAINT FROM CTR, BUT I'M NOT SURE ABOUT MY CLB WITHOUT A CLRNC. I FELT IT WAS THE SAFEST COURSE OF ACTION. WX AT UVA WAS RPTED BY PHONE AS 800 FT -- 3 OFFICIALLY BEFORE DEP FROM SJT.
