Narrative:
I shot 2 NDB approachs and missed due to low ceilings and visibility. I was unable to contact controling ATC at missed approach altitude so climbed to MVA, mra, MEA of 4000 ft and regained radio and radar contact with center. I secured clearance to sjt and landed. There was no complaint from center, but I'm not sure about my climb without a clearance. I felt it was the safest course of action. WX at uva was reported by phone as 800 ft -- 3 officially before departure from sjt. WX en route was clear above 6000 ft. Flight was daytime except landing at sjt at night. Controller was unaware of my declared alternate of sjt until I told him after the missed approach procedure. I essentially followed radio out procedures until I regained contact with ATC.

Title: ALTDEV ALT EXCURSION CREATED IN ATTEMPT TO RESTORE COM WITH ZHU AFTER MISSED APCH ALT DEEMED TOO LOW TO EFFECT RADIO CONTACT LOST.
Narrative: I SHOT 2 NDB APCHS AND MISSED DUE TO LOW CEILINGS AND VISIBILITY.
