Narrative:
On return to torrance, I contacted coast approach on 132.7 south of the san onofre power plant at 2300 ft. I was given a squawk and radar contact was established. I requested and was granted a climb to 3500 ft. South of the orange county airport I was given a TA for an aircraft at my 2 O'clock. I saw traffic at 12 O'clock and reported it in sight. Approximately 20 seconds later I saw jet traffic climbing towards me at my 2 O'clock, 1/2 mi. I initiated a descent to avoid the aircraft, as he appeared to be climbing. He made a left turn, and reported me at 3000 ft. Approach then asked me what my altitude was and I said 3200 ft, climbing to 3500 ft. I stated I had descended to avoid traffic. I was given a handoff to another coast approach frequency, and continued to an uneventful landing at torrance. Torrance ground control asked me to call. I called and spoke to the area manager.

Title: SMT AND LGT HAVE CONFLICT IN ARSA WHEN SMT SPOTS WRONG ACFT POINTED OUT BY TRACON.
Narrative: ON RETURN TO TORRANCE, I CONTACTED COAST APCH ON 132.7 S OF THE SAN ONOFRE PWR PLANT AT 2300 FT. I WAS GIVEN A SQUAWK AND RADAR CONTACT WAS ESTABLISHED. I REQUESTED AND WAS GRANTED A CLB TO 3500 FT. S OF THE ORANGE COUNTY ARPT I WAS GIVEN A TA FOR AN ACFT AT MY 2 O'CLOCK. I SAW TFC AT 12 O'CLOCK AND RPTED IT IN SIGHT. APPROX 20 SECONDS LATER I SAW JET TFC CLBING TOWARDS ME AT MY 2 O'CLOCK, 1/2 MI. I INITIATED A DSCNT TO AVOID THE ACFT, AS HE APPEARED TO BE CLBING. HE MADE A L TURN, AND RPTED ME AT 3000 FT. APCH THEN ASKED ME WHAT MY ALT WAS AND I SAID 3200 FT, CLBING TO 3500 FT. I STATED I HAD DSNDED TO AVOID TFC. I WAS GIVEN A HDOF TO ANOTHER COAST APCH FREQ, AND CONTINUED TO AN UNEVENTFUL LNDG AT TORRANCE. TORRANCE GND CTL ASKED ME TO CALL. I CALLED AND SPOKE TO THE AREA MGR.
