Narrative:
While runway was closed, tower was open. Tower cleared for taxi. Was advised takeoff would be at own risk. No clearance was received, however, it was implied by palo alto tower this was ok. Landing was under same conditions. I was only a passenger, at no time did I talk to tower or fly the airplane. In future, regulations should be specified by tower.

Narrative: WHILE RWY WAS CLOSED, TWR WAS OPEN. TWR CLRED FOR TAXI. WAS ADVISED TKOF WOULD BE AT OWN RISK. NO CLRNC WAS RECEIVED, HOWEVER, IT WAS IMPLIED BY PALO ALTO TWR THIS WAS OK. LNDG WAS UNDER SAME CONDITIONS. I WAS ONLY A PAX, AT NO TIME DID I TALK TO TWR OR FLY THE AIRPLANE. IN FUTURE, REGS SHOULD BE SPECIFIED BY TWR.
