Narrative:
We were given a frequency change by ZNY. The PNF responded, set the new frequency and called the new controller. There was no response and, distracted by other cockpit duties, we neglected to call again. About 20 mins later, I commented that the frequency was very quiet. We attempted to contact ATC and realized that we had tuned in the wrong frequency. Thus, no response on the initial call and subsequent quiet on the frequency. We then contacted ZDC and proper communication was reestablished. We later discovered that while we were without communication with ATC, their radar had failed. Not a good situation! Maybe the fact that we were most of the way through a 13 hour duty day caused our lapse of attention. Stupid mistake on our part in any case!
