Narrative:
We have no control in the tower for the lighting on runways 19R, 19L and all the txwys in between. The FAA several yrs ago replaced the lighting control panels in the tower. These controls have given us many problems and have never been satisfactory. Ever since the extension to runway 30 was complete we have had intermittent control of runway lighting. During these times, the field electrician has manually set the lights from a remote vault. This has caused many complaints from pilots because of improper settings and slow response times. And it borders on the unsafe during low IFR operations especially on the CAT ii and III approachs. One ucr has already been field but I don't feel that the metropolitan washington airport authority/authorized (mwaa) is acting fast enough or that the FAA is exerting any pressure on them to get the problem solved. Perhaps NASA can make inquiries through their channels at either the regional or headquarters levels.

Title: CTLR CLAIMS THAT THEY HAVE NO CTL FROM THE TWR ON RWY AND TXWY LIGHTING.
Narrative: WE HAVE NO CTL IN THE TWR FOR THE LIGHTING ON RWYS 19R, 19L AND ALL THE TXWYS IN BTWN. THE FAA SEVERAL YRS AGO REPLACED THE LIGHTING CTL PANELS IN THE TWR. THESE CTLS HAVE GIVEN US MANY PROBS AND HAVE NEVER BEEN SATISFACTORY. EVER SINCE THE EXTENSION TO RWY 30 WAS COMPLETE WE HAVE HAD INTERMITTENT CTL OF RWY LIGHTING. DURING THESE TIMES, THE FIELD ELECTRICIAN HAS MANUALLY SET THE LIGHTS FROM A REMOTE VAULT. THIS HAS CAUSED MANY COMPLAINTS FROM PLTS BECAUSE OF IMPROPER SETTINGS AND SLOW RESPONSE TIMES. AND IT BORDERS ON THE UNSAFE DURING LOW IFR OPS ESPECIALLY ON THE CAT II AND III APCHS. ONE UCR HAS ALREADY BEEN FIELD BUT I DON'T FEEL THAT THE METROPOLITAN WASHINGTON ARPT AUTH (MWAA) IS ACTING FAST ENOUGH OR THAT THE FAA IS EXERTING ANY PRESSURE ON THEM TO GET THE PROB SOLVED.
