Narrative:
Missed approach caused by air carrier on runway refusing takeoff clearance. Tower cleared him for immediate as we were on 3 mi final. He taxied into position and refused to go. We were instructed to initially turn left then were instructed to turn right to 130 degrees for our missed approach. Overflew terminal a at low altitude. I was busy with cockpit duties while captain was flying. There was confusion during critical phase of flight due to controller trying to get air carrier B to depart. Air carrier B 2 times refusing takeoff clearance, but accepting taxi onto runway. We were configured for landing and slowed. Decision to go around was captain's, and occurred while air carrier B was telling tower for second time he wouldn't depart. Captain called for missed approach and tower turned us left. We started turn and then tower turned us right instead. Lots of irregular stuff happening.

Title: MISSED APCH FOLLOWED BY INDECISIVE VECTORS BY THE TWR, MLG OVERFLEW THE TERMINAL BUILDING BY ABOUT 400 FT.
Narrative: MISSED APCH CAUSED BY ACR ON RWY REFUSING TKOF CLRNC. TWR CLRED HIM FOR IMMEDIATE AS WE WERE ON 3 MI FINAL. HE TAXIED INTO POS AND REFUSED TO GO. WE WERE INSTRUCTED TO INITIALLY TURN L THEN WERE INSTRUCTED TO TURN R TO 130 DEGS FOR OUR MISSED APCH. OVERFLEW TERMINAL A AT LOW ALT. I WAS BUSY WITH COCKPIT DUTIES WHILE CAPT WAS FLYING.
