Narrative:
I was operating air carrier flight from pit to ewr. I was in contact with ewr tower and was flying an ILS approach to runway 4R at ewr. At approximately 7 DME, I received a TCASII RA which stated 'climb' followed by 'climb now.' I looked at the TCASII and it displayed a target at approximately 1 mi and 400 ft below me. I immediately climbed approximately 500 ft and simultaneously notified ewr tower of the RA. Tower responded that there was a helicopter operating VFR beneath me, and that the helicopter had me in sight. I then continued the approach and landed safely. After landing, I phoned ewr tower and discussed the incident with them. I pointed out that, had I been informed of the traffic, the situation could have been avoided. I followed the RA because I never saw the traffic.

Title: AN ACR MLG CLBED IN RESPONSE TO A TCASII COMMAND WHILE ON THE ILS COURSE AT EWR.
Narrative: I WAS OPERATING ACR FLT FROM PIT TO EWR. I WAS IN CONTACT WITH EWR TWR AND WAS FLYING AN ILS APCH TO RWY 4R AT EWR. AT APPROX 7 DME, I RECEIVED A TCASII RA WHICH STATED 'CLB' FOLLOWED BY 'CLB NOW.' I LOOKED AT THE TCASII AND IT DISPLAYED A TARGET AT APPROX 1 MI AND 400 FT BELOW ME. I IMMEDIATELY CLBED APPROX 500 FT AND SIMULTANEOUSLY NOTIFIED EWR TWR OF THE RA. TWR RESPONDED THAT THERE WAS A HELI OPERATING VFR BENEATH ME, AND THAT THE HELI HAD ME IN SIGHT. I THEN CONTINUED THE APCH AND LANDED SAFELY. AFTER LNDG, I PHONED EWR TWR AND DISCUSSED THE INCIDENT WITH THEM. I POINTED OUT THAT, HAD I BEEN INFORMED OF THE TFC, THE SIT COULD HAVE BEEN AVOIDED. I FOLLOWED THE RA BECAUSE I NEVER SAW THE TFC.
