Narrative:
Sun morning, feb/xx/93, ARTS 3.05 was installed at stl. 1 controller said he had 8-10 aircraft and the system scattered 3 times in 4 mins. The tracks returned each time within 30 seconds. Another controller said all his aircraft in arrival track were flashing conflict alert, even though there was no conflict. Supposedly the ARTS 3.05 had been thoroughly tested, obviously not thorough enough. The problem was removed promptly.
