Narrative:
Takeoff from pwk, climb to 2000 ft, heading to obk VOR, experienced turbulence. At VOR, turned to heading 320 degrees from obk, tuned campbell field and actuated lights on using microphone set to 122.7 KHZ. Lined up on runway 27 and called a 3 mi final, landing checklist, wind check, 10 degrees of flaps, airspeed due to wind at 90 mph, crossed threshold at approximately 20 ft above airport elevation, cut power, flair in ground effect, touched down and applied brakes, plane skidded and crabbed sideways, eased off brakes, corrected for crosswind on starboard front quarter. Slowly/firmly applied brakes, slowing plane to approximately 10-20 mph, realized needed more braking, full pressure, brakes locked, plane skidded straight on runway to end and onto wet/icy gravel and into ditch with water approximately 20 ft past runway end. Problem was caused by combination of poor braking action from wet runway, higher approach speed due to wind and gusty conditions. To correct the situation: make go around decision sooner, and, concentrate more on stopping plane under wet runway conditions and increased wind.
