Narrative:
While spraying small field and keeping mind on field that I was spraying, I noticed some new trailer houses across road that I had to fly over. There was not any other way to spray the field other than fly over these 2 trailer houses. We never know when you will get a complaint about the aircraft and an overzealous FAA inspector will arrive to promote his career with the FAA. We do have FARS that allow us to spray 'far 137' but the FAA can still give you trouble. It is all up to the FAA inspector. In the past the FAA worked with sprayers to allow them to do their job according to far 135. This is no longer true. The FAA says part 91 of the regulations are more important than far 135. This means they can file a violation on you any time they want to. The main problem is that very few inspectors take the far 137 course at the FAA academy in oklahoma city.

Title: AERIAL SPRAYER CONCERNED DUE TO TRAILER HOUSES NEAR APCH TO FIELD HE WAS SPRAYING.
Narrative: WHILE SPRAYING SMALL FIELD AND KEEPING MIND ON FIELD THAT I WAS SPRAYING, I NOTICED SOME NEW TRAILER HOUSES ACROSS ROAD THAT I HAD TO FLY OVER. THERE WAS NOT ANY OTHER WAY TO SPRAY THE FIELD OTHER THAN FLY OVER THESE 2 TRAILER HOUSES. WE NEVER KNOW WHEN YOU WILL GET A COMPLAINT ABOUT THE ACFT AND AN OVERZEALOUS FAA INSPECTOR WILL ARRIVE TO PROMOTE HIS CAREER WITH THE FAA. WE DO HAVE FARS THAT ALLOW US TO SPRAY 'FAR 137' BUT THE FAA CAN STILL GIVE YOU TROUBLE. IT IS ALL UP TO THE FAA INSPECTOR. IN THE PAST THE FAA WORKED WITH SPRAYERS TO ALLOW THEM TO DO THEIR JOB ACCORDING TO FAR 135. THIS IS NO LONGER TRUE. THE FAA SAYS PART 91 OF THE REGS ARE MORE IMPORTANT THAN FAR 135.
