Narrative:
My student took an small aircraft at xyam on mar/sat/93 and was supposed to pick me up at xzam after flying solo for a while. He departed W32 (hyde field) and could not find the airport anymore. Then he called andrews radar on 121.5 and squawked 7700. They vectored him to dca where he made a safe landing. The WX was way too bad for him to be flying. He said that he called andrews ATIS information (Q) and the ceiling was 1500 scattered 2500 broken visibility 7. I called information (right) which said: obscured 200 ft visibility 1 mi in haze.
