Narrative:
I was on a VOR/DME approach at minimums in the vicinity of the airport in smoggy/sunny conditions (at 2.5 SM visibility/no clouds) and couldn't find runway in the congested murk (my first visit to this metropolitan los angeles airport). When ATCT asked where I was, I told him I was over some lakes/ponds. An unidented voice indicated that the airport was at 005 degrees so I took a look, thought I saw it and turned towards it. Alas, it was not the airport. By now, I was at about 1500 ft AGL and in VFR conditions so I cancelled my IFR and relocated the airport in VFR by flying the LORAN (god bless lorans!). I should have executed the missed approach but the airport seemed within reach and with 2.5 SM visibility a little searching around in the murk did not seem unsafe.

Title: NON ADHERENCE TO ATC PROC IN FAILING TO MAKE A MISSED APCH WHEN ARPT NOT FOUND AFTER IAP VOR DME APCH.
Narrative: I WAS ON A VOR/DME APCH AT MINIMUMS IN THE VICINITY OF THE ARPT IN SMOGGY/SUNNY CONDITIONS (AT 2.5 SM VISIBILITY/NO CLOUDS) AND COULDN'T FIND RWY IN THE CONGESTED MURK (MY FIRST VISIT TO THIS METRO LOS ANGELES ARPT). WHEN ATCT ASKED WHERE I WAS, I TOLD HIM I WAS OVER SOME LAKES/PONDS. AN UNIDENTED VOICE INDICATED THAT THE ARPT WAS AT 005 DEGS SO I TOOK A LOOK, THOUGHT I SAW IT AND TURNED TOWARDS IT. ALAS, IT WAS NOT THE ARPT. BY NOW, I WAS AT ABOUT 1500 FT AGL AND IN VFR CONDITIONS SO I CANCELLED MY IFR AND RELOCATED THE ARPT IN VFR BY FLYING THE LORAN (GOD BLESS LORANS!). I SHOULD HAVE EXECUTED THE MISSED APCH BUT THE ARPT SEEMED WITHIN REACH AND WITH 2.5 SM VISIBILITY A LITTLE SEARCHING AROUND IN THE MURK DID NOT SEEM UNSAFE.
