Narrative:
Air carrier X level at 7000 ft. I was extremely busy and running out of altitudes fast. There was an aircraft at 8000 ft above him that I needed to get to 7000 ft. I instructed air carrier X to 'descend and maintain 6000 ft, report leaving 7000 ft.' he acknowledged 'roger, descending to 6000 ft.' I instructed air carrier X again to report leaving 7000 ft so I could assign it to another aircraft. He states 'we have someone on TCASII right above us at 8000 ft.' I acknowledged him and told him that when he leaves 7000 ft and reports leaving it, I can assign it to another aircraft. This is legal separation in accordance with 7110.65G paragraph 6-50. We don't need pilots with TCASII, second guessing our actions. He did not receive an RA. This is another example of TCASII hampering our job. TCASII will cause a major mishap or accident somewhere. It's only a matter of time.

Title: CTLR DSNDS AN ACR FOR TFC. ACR SEES TFC ABOVE ON TCASII AND QUESTIONS CTLR BEFORE DSNDING.

I INSTRUCTED ACR X AGAIN TO RPT LEAVING 7000 FT SO I COULD ASSIGN IT TO ANOTHER ACFT. HE STATES 'WE HAVE SOMEONE ON TCASII RIGHT ABOVE US AT 8000 FT.' I ACKNOWLEDGED HIM AND TOLD HIM THAT WHEN HE LEAVES 7000 FT AND RPTS LEAVING IT, I CAN ASSIGN IT TO ANOTHER ACFT. THIS IS LEGAL SEPARATION IAW 7110.65G PARAGRAPH 6-50.
