Narrative:
We were vectored for ILS 11R approach. Approach cleared us for the approach, maintain 4000 ft until wayza, and maintain 150 KTS to kinns. We intercepted the localizer 1-2 mi outside wayza. The captain maintained 4000 ft until intercepting the GS. At that point he started configuring for the approach including slowing to approach speed of approximately 130 KTS. I did not notice as I was running the before landing checklist. As I finished the checklist, approach asked our speed. I said we were at approach speed. She asked us to pick it back up and said 'I thought I told you to maintain 150 KTS to kinns, if you don't pick it up I'll have to take you out of the line and back around.' we were 1-2 mi from kinns at this point and I noticed an aircraft 1500 ft above and 2-3 mi behind on TCASII and closing. Inside kinns I noticed the aircraft behind us was being vectored away from the localizer and in a climb. As we were already on tower frequency I assume approach pulled that aircraft out of line due to lack of separation from us due to our premature slow to approach speed.
Original NASA ASRS Text
Title: FLYING PLT OF MLG FORGETS SPD RESTR, SLOWS ON LOC INTERCEPT. SECOND ACFT VECTORED OFF LOC.
Narrative: WE WERE VECTORED FOR ILS 11R APCH. APCH CLRED US FOR THE APCH, MAINTAIN 4000 FT UNTIL WAYZA, AND MAINTAIN 150 KTS TO KINNS. WE INTERCEPTED THE LOC 1-2 MI OUTSIDE WAYZA. THE CAPT MAINTAINED 4000 FT UNTIL INTERCEPTING THE GS. AT THAT POINT HE STARTED CONFIGURING FOR THE APCH INCLUDING SLOWING TO APCH SPD OF APPROX 130 KTS. I DID NOT NOTICE AS I WAS RUNNING THE BEFORE LNDG CHKLIST. AS I FINISHED THE CHKLIST, APCH ASKED OUR SPD. I SAID WE WERE AT APCH SPD. SHE ASKED US TO PICK IT BACK UP AND SAID 'I THOUGHT I TOLD YOU TO MAINTAIN 150 KTS TO KINNS, IF YOU DON'T PICK IT UP I'LL HAVE TO TAKE YOU OUT OF THE LINE AND BACK AROUND.' WE WERE 1-2 MI FROM KINNS AT THIS POINT AND I NOTICED AN ACFT 1500 FT ABOVE AND 2-3 MI BEHIND ON TCASII AND CLOSING. INSIDE KINNS I NOTICED THE ACFT BEHIND US WAS BEING VECTORED AWAY FROM THE LOC AND IN A CLB. AS WE WERE ALREADY ON TWR FREQ I ASSUME APCH PULLED THAT ACFT OUT OF LINE DUE TO LACK OF SEPARATION FROM US DUE TO OUR PREMATURE SLOW TO APCH SPD.
