Narrative:

Air carrier X cleared to land runway 33 to hold short of runway 36. Standard STOL clrncs (see diagram). Air carrier Y landing runway 36 told to turn short of runway 33 or go to the end. Air carrier Y turned off on runway 33 -- beyond our hold short point, just as we entered the flare. We landed. Taxiing in we were asked to call the tower. The tower told me that I should have gone around, because their paper says that they can't allow us to land if there is any aircraft on runway 33, except actually at the intersection. This makes no sense to me, and our 'STOL operations' letter does not mention it. Think about it. We can land on runway 33 with the possibility of another aircraft going through the runway's 33/36 intersection at 130 KTS, but they cannot cross traffic (taxi) beyond the intersection, or have any aircraft anywhere on the runway 33 pavement beyond. As far as I am concerned, the FAA can have their annual picnic on the far part of runway 33 when we land to hold short, because it does not exist. Callback conversation with FAA quality assurance specialist revealed the following information: FAA region quality assurance specialist was contacted for an interpretation of the reporter's point that the runway is closed on the other side of an intersection when hold short procedure is used. The specialist stated the reporter is correct and if anyone was contacted for violation or clearance it should have been the pilot that turned down the runway.

WE CAN LAND ON RWY 33 WITH THE POSSIBILITY OF ANOTHER ACFT GOING THROUGH THE RWY'S 33/36 INTXN AT 130 KTS, BUT THEY CANNOT CROSS TFC (TAXI) BEYOND THE INTXN, OR HAVE ANY ACFT ANYWHERE ON THE RWY 33 PAVEMENT BEYOND.
