Narrative:
After landing on runway 23R cle, we were cleared by ground control to taxi via taxiway left, holding short runway 18. We stopped on taxiway left on a dark line short of runway 18. As we stopped, ground control cleared us to cross runway 18. An medium large transport was on short (estimate 1 mi) final. Both the captain and I felt a crossing would be hazardous, so we told the ground controller we would continue to hold short. The tower then ordered the medium large transport to go around. There was a great deal of construction in the area. Neither the captain nor I remember seeing a yellow hold short line. The ground controller said he couldn't see one either, but from his angle of view he thought we were close to the runway 18 edge. The tower controller therefore ordered the medium large transport to go around. Contributing factors: numerous construction barricades/markings. Neither crew member had been to cle during the construction. Optical illusion which makes aircraft on taxiway left look close to runway 18 due to angle of view.

Title: TAXIING TFC GOT TOO CLOSE TO THE RWY CAUSING ANOTHER ACFT TO GAR.
Narrative: AFTER LNDG ON RWY 23R CLE, WE WERE CLRED BY GND CTL TO TAXI VIA TXWY L, HOLDING SHORT RWY 18. WE STOPPED ON TXWY L ON A DARK LINE SHORT OF RWY 18. AS WE STOPPED, GND CTL CLRED US TO CROSS RWY 18. AN MLG WAS ON SHORT (ESTIMATE 1 MI) FINAL. BOTH THE CAPT AND I FELT A XING WOULD BE HAZARDOUS, SO WE TOLD THE GND CTLR WE WOULD CONTINUE TO HOLD SHORT. THE TWR THEN ORDERED THE MLG TO GAR. THERE WAS A GREAT DEAL OF CONSTRUCTION IN THE AREA. NEITHER THE CAPT NOR I REMEMBER SEEING A YELLOW HOLD SHORT LINE. THE GND CTLR SAID HE COULDN'T SEE ONE EITHER, BUT FROM HIS ANGLE OF VIEW HE THOUGHT WE WERE CLOSE TO THE RWY 18 EDGE. THE TWR CTLR THEREFORE ORDERED THE MLG TO GAR. CONTRIBUTING FACTORS: NUMEROUS CONSTRUCTION BARRICADES/MARKINGS. NEITHER CREW MEMBER HAD BEEN TO CLE DURING THE CONSTRUCTION. OPTICAL ILLUSION WHICH MAKES ACFT ON TXWY L LOOK CLOSE TO RWY 18 DUE TO ANGLE OF VIEW.
