Narrative:
Climbing out of imperial county airport wbound through 4000 ft MSL joining V-458, flight crew experienced a near collision with an military fgt who appeared to be making an approach to navy el centro. First contact was less than 1 mi opposite direction and initiating a high G wings still swept aft in a left turn toward NAS el centro. The fgt flew across our flight path and less than 1-2 seconds later we entered his wake turbulence. This incident could have been avoided had the fgt been at or below 3000 ft AGL in NAS el centro's air traffic area. Supplemental information from acn 241006 : we executed a climb rate at 2000 FPM in an attempt to miss his turbulence. Hit turbulence approximately 2 seconds after fgt was seen. Fgt was at a high rate of speed with wings swept aft. It is this writer's opinion that high speed military operations should not be conducted across airways.

Title: COMMUTER ON CLBOUT HAS NMAC WITH MIL FGT.
Narrative: CLBING OUT OF IMPERIAL COUNTY ARPT WBOUND THROUGH 4000 FT MSL JOINING V-458, FLC EXPERIENCED A NEAR COLLISION WITH AN MIL FGT WHO APPEARED TO BE MAKING AN APCH TO NAVY EL CENTRO. FIRST CONTACT WAS LESS THAN 1 MI OPPOSITE DIRECTION AND INITIATING A HIGH G WINGS STILL SWEPT AFT IN A L TURN TOWARD NAS EL CENTRO. SUPPLEMENTAL INFO FROM ACN 241006 : WE EXECUTED A CLB RATE AT 2000 FPM IN AN ATTEMPT TO MISS HIS TURB. HIT TURB APPROX 2 SECONDS AFTER FGT WAS SEEN. FGT WAS AT A HIGH RATE OF SPD WITH WINGS SWEPT AFT. IT IS THIS WRITER'S OPINION THAT HIGH SPD MIL OPS SHOULD NOT BE CONDUCTED ACROSS AIRWAYS.
