Narrative:

I was vectoring air carrier X sbound. I observed traffic 12 O'clock and 4 mi, crossing at the same altitude. To ensure separation, I tried to turn air carrier X behind the possibly conflicting traffic. He told me 'unable due to an RA.' had the pilot complied with my instructions, separation would never have been a factor. However, by the pilot refusing ATC instructions, I feel there may have been a loss of separation.

Title: CTLR ATTEMPTS TO TURN A COMMUTER LTT FOR TFC AT 12 O'CLOCK, PLT REFUSES TURN DUE TO TCASII RA.

Narrative: I WAS VECTORING ACR X SBOUND. I OBSERVED TFC 12 O'CLOCK AND 4 MI, XING AT THE SAME ALT. TO ENSURE SEPARATION, I TRIED TO TURN ACR X BEHIND THE POSSIBLY CONFLICTING TFC. HE TOLD ME 'UNABLE DUE TO AN RA.' HAD THE PLT COMPLIED WITH MY INSTRUCTIONS, SEPARATION WOULD NEVER HAVE BEEN A FACTOR. HOWEVER, BY THE PLT REFUSING ATC INSTRUCTIONS, I FEEL THERE MAY HAVE BEEN A LOSS OF SEPARATION.
