Narrative:
I was working local when the ground control trainee suddenly yelled out to his trainer 'are you talking to that guy' and pointing at a white van driving on taxiway a toward one of our active runways (34). The trainee had been on the phone and thought the trainer had authorized the vehicle operation. The trainer said no. We watched the vehicle cross runway 34, and drive through the t-hangars to the base of the tower. We found out that the vehicle was mailing a delivery to the tower and had stopped at an FBO across the field for directions. He was evidently told that the tower was on the other side of the airport, and took that for permission to drive across. He crossed 2 active runways in the process. Pwk has virtually no fencing to prevent this sort of incident. The gates in the fencing that do exist are always left open. We average about 1 of these a month.

Title: VEHICLE WITHOUT RADIO CROSSES 2 RWYS. NO ATC AUTHORIZATION GIVEN.
Narrative: I WAS WORKING LCL WHEN THE GND CTL TRAINEE SUDDENLY YELLED OUT TO HIS TRAINER 'ARE YOU TALKING TO THAT GUY' AND POINTING AT A WHITE VAN DRIVING ON TXWY A TOWARD ONE OF OUR ACTIVE RWYS (34). THE TRAINEE HAD BEEN ON THE PHONE AND THOUGHT THE TRAINER HAD AUTHORIZED THE VEHICLE OP. THE TRAINER SAID NO. WE WATCHED THE VEHICLE CROSS RWY 34, AND DRIVE THROUGH THE T-HANGARS TO THE BASE OF THE TWR. WE FOUND OUT THAT THE VEHICLE WAS MAILING A DELIVERY TO THE TWR AND HAD STOPPED AT AN FBO ACROSS THE FIELD FOR DIRECTIONS. HE WAS EVIDENTLY TOLD THAT THE TWR WAS ON THE OTHER SIDE OF THE ARPT, AND TOOK THAT FOR PERMISSION TO DRIVE ACROSS. HE CROSSED 2 ACTIVE RWYS IN THE PROCESS. PWK HAS VIRTUALLY NO FENCING TO PREVENT THIS SORT OF INCIDENT. THE GATES IN THE FENCING THAT DO EXIST ARE ALWAYS LEFT OPEN. WE AVERAGE ABOUT 1 OF THESE A MONTH.
