Narrative:

Air carrier Y, an medium large transport, was on approach into den airport and was sent around because of a clear zone restriction violation. As the air carrier Y reached short final, medium large transport X inadvertently entered the penalty box area of the ramp. This area is designated as a clear zone for landing runway 35L. Air carrier Y had to be sent around although there was no danger whatsoever to either aircraft. The WX around the airport was multiple level 6 thunderstorm activity all quads. Sending an aircraft around for a non threatening situation into a potential bad situation is very poor technique and judgement. There should be some latitude for the supervisor or controller to evaluate the occurrence, consider the consequences, and make the decision.

Title: AN ACR MLG ACFT INADVERTENTLY PENETRATED A RWY CLR ZONE CAUSING ANOTHER ACFT TO BE SENT AROUND INTO TSTM WX CONDITIONS.

Narrative: ACR Y, AN MLG, WAS ON APCH INTO DEN ARPT AND WAS SENT AROUND BECAUSE OF A CLR ZONE RESTRICTION VIOLATION. AS THE ACR Y REACHED SHORT FINAL, MLG X INADVERTENTLY ENTERED THE PENALTY BOX AREA OF THE RAMP. THIS AREA IS DESIGNATED AS A CLR ZONE FOR LNDG RWY 35L. ACR Y HAD TO BE SENT AROUND ALTHOUGH THERE WAS NO DANGER WHATSOEVER TO EITHER ACFT. THE WX AROUND THE ARPT WAS MULTIPLE LEVEL 6 TSTM ACTIVITY ALL QUADS. SENDING AN ACFT AROUND FOR A NON THREATENING SIT INTO A POTENTIAL BAD SIT IS VERY POOR TECHNIQUE AND JUDGEMENT. THERE SHOULD BE SOME LATITUDE FOR THE SUPVR OR CTLR TO EVALUATE THE OCCURRENCE, CONSIDER THE CONSEQUENCES, AND MAKE THE DECISION.
