Narrative:

While on vectors to a visual (approximately 8 mi east of VOR, westerly heading) for a landing on runway 7, we were cleared to 4000 ft. Approach was talking with an small aircraft on another frequency so we couldn't hear his replies. Approach then reclred us to 5500 ft and pointed out traffic at 12-1 O'clock, 10 mi. I continued to tell the first officer his direction and distance off of our TCASII display while continuing to look outside myself. The approach controller reconfirmed altimeter settings and that the other aircraft was level at 4000 ft. We then received a TA and when descending through 6000 ft, we got an RA 'climb.' I took the appropriate TCASII avoidance measures to around 6500 ft and then proceeded with original clearance to 5500 ft. I feel in terminal areas it would have been beneficial to be on same frequency with other aircraft to receive their information (flight level -- whether we were in his sight, etc) along with the controller's commands.

Title: NON ADHERENCE TO ATC CLRNC INSTRUCTION AFTER TCASII RA RECEIVED BY FLC IN ALTDEV ALT EXCURSION.

Narrative: WHILE ON VECTORS TO A VISUAL (APPROX 8 MI E OF VOR, WESTERLY HDG) FOR A LNDG ON RWY 7, WE WERE CLRED TO 4000 FT. APCH WAS TALKING WITH AN SMA ON ANOTHER FREQ SO WE COULDN'T HEAR HIS REPLIES. APCH THEN RECLRED US TO 5500 FT AND POINTED OUT TFC AT 12-1 O'CLOCK, 10 MI. I CONTINUED TO TELL THE FO HIS DIRECTION AND DISTANCE OFF OF OUR TCASII DISPLAY WHILE CONTINUING TO LOOK OUTSIDE MYSELF. THE APCH CTLR RECONFIRMED ALTIMETER SETTINGS AND THAT THE OTHER ACFT WAS LEVEL AT 4000 FT. WE THEN RECEIVED A TA AND WHEN DSNDING THROUGH 6000 FT, WE GOT AN RA 'CLB.' I TOOK THE APPROPRIATE TCASII AVOIDANCE MEASURES TO AROUND 6500 FT AND THEN PROCEEDED WITH ORIGINAL CLRNC TO 5500 FT. I FEEL IN TERMINAL AREAS IT WOULD HAVE BEEN BENEFICIAL TO BE ON SAME FREQ WITH OTHER ACFT TO RECEIVE THEIR INFO (FLT LEVEL -- WHETHER WE WERE IN HIS SIGHT, ETC) ALONG WITH THE CTLR'S COMMANDS.
