Narrative:

Departing mountain home, ar, for a 37 mi flight, we launched IFR due to rain in vicinity of mountain home. About 15 mi away from harrison we broke out of the WX and cancelled IFR after spotting the airport. At that point we made a radio call on unicom frequency for any traffic in the area with no response. Another 4 traffic calls were made, with the last occurring as we turned final. No responses were made to any of our position reports. As we turned to final, a low wing aircraft passed off our left wing. We attempted to call the aircraft, but still no response. To avoid this situation, perhaps center could advise aircraft in the air of IFR traffic departing if they know which runway they will use, and ask traffic cancelling IFR which runway they intend to use if they cancel in the vicinity of the airport. This would obviously only be helpful if the traffic was IFR. This way both aircraft would be aware of each other and communicate with each other on CTAF. Callback conversation with reporter revealed the following: reporter states they had been advised of an aircraft waiting for them to land before his takeoff. Reporter believes that when they cancelled IFR, the other aircraft got their clearance and departed without switching back to unicom. Winds were directly across the runway so not unusual to land one way and takeoff opposite direction. Also most GA aircraft are located at south end of runway so convenient to depart from there. Reporter believes small aircraft may have been banking as evasive action.

Title: COMMUTER HAS NMAC ON APCH AT UNCTLED ARPT.

Narrative: DEPARTING MOUNTAIN HOME, AR, FOR A 37 MI FLT, WE LAUNCHED IFR DUE TO RAIN IN VICINITY OF MOUNTAIN HOME. ABOUT 15 MI AWAY FROM HARRISON WE BROKE OUT OF THE WX AND CANCELLED IFR AFTER SPOTTING THE ARPT. AT THAT POINT WE MADE A RADIO CALL ON UNICOM FREQ FOR ANY TFC IN THE AREA WITH NO RESPONSE. ANOTHER 4 TFC CALLS WERE MADE, WITH THE LAST OCCURRING AS WE TURNED FINAL. NO RESPONSES WERE MADE TO ANY OF OUR POS RPTS. AS WE TURNED TO FINAL, A LOW WING ACFT PASSED OFF OUR L WING. WE ATTEMPTED TO CALL THE ACFT, BUT STILL NO RESPONSE. TO AVOID THIS SIT, PERHAPS CTR COULD ADVISE ACFT IN THE AIR OF IFR TFC DEPARTING IF THEY KNOW WHICH RWY THEY WILL USE, AND ASK TFC CANCELLING IFR WHICH RWY THEY INTEND TO USE IF THEY CANCEL IN THE VICINITY OF THE ARPT. THIS WOULD OBVIOUSLY ONLY BE HELPFUL IF THE TFC WAS IFR. THIS WAY BOTH ACFT WOULD BE AWARE OF EACH OTHER AND COMMUNICATE WITH EACH OTHER ON CTAF. CALLBACK CONVERSATION WITH REPORTER REVEALED THE FOLLOWING: RPTR STATES THEY HAD BEEN ADVISED OF AN ACFT WAITING FOR THEM TO LAND BEFORE HIS TKOF. RPTR BELIEVES THAT WHEN THEY CANCELLED IFR, THE OTHER ACFT GOT THEIR CLRNC AND DEPARTED WITHOUT SWITCHING BACK TO UNICOM. WINDS WERE DIRECTLY ACROSS THE RWY SO NOT UNUSUAL TO LAND ONE WAY AND TKOF OPPOSITE DIRECTION. ALSO MOST GA ACFT ARE LOCATED AT S END OF RWY SO CONVENIENT TO DEPART FROM THERE. RPTR BELIEVES SMA MAY HAVE BEEN BANKING AS EVASIVE ACTION.
