Narrative:
En route to pittsburgh, thunderstorm activity along route of flight. Requested 20 degrees left deviation for about 40 NM with ZNY. Approved. Later needed 20 degrees more left for additional WX avoidance. ZNY said 'unable, fly present heading, if unable, advise.' we advised him unable for WX. Controller said 'roger, squawk emergency.' we did and shortly after he cleared us to contact ZDC. ZDC allowed the WX deviation. No mention of emergency followed. I am assuming that the ZNY controller needed us to squawk emergency for ZDC to take the handoff. Everything seemed to work out fine but it would have been nice for the ZNY controller to advise us why he needed us to squawk emergency. Also, I could have asked why he did it. Next time I'll comply with his instructions and either ask him then or call after landing.

Title: POTENTIAL CONFLICT RECOGNIZED BY ARTCC RADAR CTLR WITH ENRTE TFC IN PROX OF TSTM ACTIVITY. ACR X IS REQUESTED TO SQUAWK EMER CODE 77U0 FOR FURTHER DEV AROUND WX, PRIOR TO POINTOUT AND FREQ SECTOR CHANGE.
Narrative: ENRTE TO PITTSBURGH, TSTM ACTIVITY ALONG RTE OF FLT. REQUESTED 20 DEGS L DEV FOR ABOUT 40 NM WITH ZNY. APPROVED. LATER NEEDED 20 DEGS MORE L FOR ADDITIONAL WX AVOIDANCE. ZNY SAID 'UNABLE, FLY PRESENT HDG, IF UNABLE, ADVISE.' WE ADVISED HIM UNABLE FOR WX. CTLR SAID 'ROGER, SQUAWK EMER.' WE DID AND SHORTLY AFTER HE CLRED US TO CONTACT ZDC. ZDC ALLOWED THE WX DEV. NO MENTION OF EMER FOLLOWED. I AM ASSUMING THAT THE ZNY CTLR NEEDED US TO SQUAWK EMER FOR ZDC TO TAKE THE HDOF. EVERYTHING SEEMED TO WORK OUT FINE BUT IT WOULD HAVE BEEN NICE FOR THE ZNY CTLR TO ADVISE US WHY HE NEEDED US TO SQUAWK EMER. ALSO, I COULD HAVE ASKED WHY HE DID IT. NEXT TIME I'LL COMPLY WITH HIS INSTRUCTIONS AND EITHER ASK HIM THEN OR CALL AFTER LNDG.
