Narrative:
Intrail restriction on J6 and J34 too many aircraft had to be delayed by use of airborne 360 degree turns to meet the intrail restrictions. Air carrier X was given 2 separate 360 degree turns for spacing out the J6 jet route within 25 mins after departure. The second 360 degree turn (at FL270) put air carrier X in conflict with another departure, air carrier Y at FL270 wbound out of bwi on J149. Both aircraft were in the process of being handed off to the high altitude sector.
