Narrative:
On a VFR pleasure flight out of hya, WX deteriorated to marginal VFR contrary to WX briefing obtained earlier. Requested IFR clearance to land hya. Cape issued abbreviated IFR clearance and landing was successful. During communication with cape approach, their interpretation of the situation was that a flight assist was necessary and they (unknown to pilot) declared emergency.
