Narrative:
Takeoff on runway 7, in contact with tower, approximately 200 ft altitude, radios began making strange noises. Could not understand tower. Attempted different frequencys/radio configns to no avail. Continued to speak with tower, let them know situation. Turned squawk to 7600 (communication failure). Circled airport at radius of approximately 8 mi. Gave ATC time to clear airport for emergency landing. Waited for steady green light from tower. Upon receiving green light, made uneventful landing. At ramp, a flight instructor came over and checked my emergency locator transmitter. It apparently malfunctioned. Informed crew chief of situation. Contacted tower manager. Met with manager personally and expressed my thanks and appreciation for all he and his crew did for me. Contacted flying club president and my flight instructor. I erred somewhat in not even considering an emergency locator transmitter malfunction, which I may have been able to correct (reset) while departing, or at any time. I certainly learned much and have a greater appreciation for the ATC personnel!

Title: SPI ON LCL SOLO HAS RADIO PROBS. SQUAWKS 7600, CIRCLES TO WAIT FOR GREEN LIGHT. LANDS.
Narrative: TKOF ON RWY 7, IN CONTACT WITH TWR, APPROX 200 FT ALT, RADIOS BEGAN MAKING STRANGE NOISES. COULD NOT UNDERSTAND TWR. ATTEMPTED DIFFERENT FREQS/RADIO CONFIGNS TO NO AVAIL. CONTINUED TO SPEAK WITH TWR, LET THEM KNOW SIT. TURNED SQUAWK TO 7600 (COM FAILURE). CIRCLED ARPT AT RADIUS OF APPROX 8 MI. GAVE ATC TIME TO CLR ARPT FOR EMER LNDG. WAITED FOR STEADY GREEN LIGHT FROM TWR. UPON RECEIVING GREEN LIGHT, MADE UNEVENTFUL LNDG. AT RAMP, A FLT INSTRUCTOR CAME OVER AND CHKED MY EMER LOCATOR XMITTER. IT APPARENTLY MALFUNCTIONED. INFORMED CREW CHIEF OF SIT. CONTACTED TWR MGR. MET WITH MGR PERSONALLY AND EXPRESSED MY THANKS AND APPRECIATION FOR ALL HE AND HIS CREW DID FOR ME. CONTACTED FLYING CLUB PRESIDENT AND MY FLT INSTRUCTOR. I ERRED SOMEWHAT IN NOT EVEN CONSIDERING AN EMER LOCATOR XMITTER MALFUNCTION, WHICH I MAY HAVE BEEN ABLE TO CORRECT (RESET) WHILE DEPARTING, OR AT ANY TIME.
