Narrative:

Failed to contact FSS when overdue for landing. Pilot recognized deteriorating VMC conditions and turned back to departure point. Due to the situation, pilot did not notify FSS until approximately 45 mins to 1 hour past predicted arrival time. At that time pilot was attempting to locate an airport still under VMC conditions and contacted wpafb operations for assistance. Due to high stress level and the pilot's efforts to maintain cloud separation requirements (for VFR), pilot failed to notify FSS. Pilot turned back about 45 mins from destination while still in VMC, although conditions were deteriorating rapidly.

Title: PRIVATE PLT FORGETS TO NOTIFY FSS OF HIS CHANGE IN DEST ARPT, NOT CLOSING HIS FLT PLAN WITH FSS.

Narrative: FAILED TO CONTACT FSS WHEN OVERDUE FOR LNDG. PLT RECOGNIZED DETERIORATING VMC CONDITIONS AND TURNED BACK TO DEP POINT. DUE TO THE SIT, PLT DID NOT NOTIFY FSS UNTIL APPROX 45 MINS TO 1 HR PAST PREDICTED ARR TIME. AT THAT TIME PLT WAS ATTEMPTING TO LOCATE AN ARPT STILL UNDER VMC CONDITIONS AND CONTACTED WPAFB OPS FOR ASSISTANCE. DUE TO HIGH STRESS LEVEL AND THE PLT'S EFFORTS TO MAINTAIN CLOUD SEPARATION REQUIREMENTS (FOR VFR), PLT FAILED TO NOTIFY FSS. PLT TURNED BACK ABOUT 45 MINS FROM DEST WHILE STILL IN VMC, ALTHOUGH CONDITIONS WERE DETERIORATING RAPIDLY.
