Narrative:
On downwind at cvg for runway 18L, just abeam baire, at 5000 ft and 180 KTS, TCASII indicated an aircraft at 5000 ft and what appeared to be opposite direction at 5 mi. Approach control's xmissions were apparently covered by another transmission. A TCASII RA was issued at about 3 mi with a climb required. An immediate full power climb was initiated and immediately afterward, approach issued an immediate climb to 6000 ft and left turn to 270 degrees. Approach indicated that the opposite traffic should have descended to 4000 ft. TCASII showed aircraft at 5000 ft with no downwind vector. The approach continued to an uneventful landing at cvg. Mr. X was contacted at cvg TRACON to confirm near miss. Supplemental information from acn 246467: no other information was offered as to why aircraft was at same altitude, opposite direction, except that aircraft was in pattern to land at lumken field, cvg.

Title: AN ACR CLBED IN RESPONSE TO A TCASII COMMAND. THE OTHER ACFT FAILED TO COMPLY WITH ITS CLRNC.
Narrative: ON DOWNWIND AT CVG FOR RWY 18L, JUST ABEAM BAIRE, AT 5000 FT AND 180 KTS, TCASII INDICATED AN ACFT AT 5000 FT AND WHAT APPEARED TO BE OPPOSITE DIRECTION AT 5 MI. APCH CTL'S XMISSIONS WERE APPARENTLY COVERED BY ANOTHER XMISSION. A TCASII RA WAS ISSUED AT ABOUT 3 MI WITH A CLB REQUIRED. AN IMMEDIATE FULL PWR CLB WAS INITIATED AND IMMEDIATELY AFTERWARD, APCH ISSUED AN IMMEDIATE CLB TO 6000 FT AND L TURN TO 270 DEGS. APCH INDICATED THAT THE OPPOSITE TFC SHOULD HAVE DSNDED TO 4000 FT. TCASII SHOWED ACFT AT 5000 FT WITH NO DOWNWIND VECTOR. THE APCH CONTINUED TO AN UNEVENTFUL LNDG AT CVG. MR. X WAS CONTACTED AT CVG TRACON TO CONFIRM NEAR MISS. SUPPLEMENTAL INFO FROM ACN 246467: NO OTHER INFO WAS OFFERED AS TO WHY ACFT WAS AT SAME ALT, OPPOSITE DIRECTION, EXCEPT THAT ACFT WAS IN PATTERN TO LAND AT LUMKEN FIELD, CVG.
