Narrative:
Small aircraft X contacted cak approach, 118.6 (2 NM east of I40). Was told to keep clear of arsa. Proceeded to a northerly heading. Abeam of mrl, was called back by departure and given a squawk number. Was told to proceed to cak for runway 5. Approximately abeam of massillon, I requested to leave 3500 ft for 2200 ft. Was given the following: descend pilot's discretion, contact tower 118.3. I was given the following by tower: cleared to land runway 5, hold short of runway 1, landing traffic. Approximately 2 mins later, tower clears small aircraft Y for runway 5. I thought I should remind her I was given clearance first and was not yet on the ground. Tower calls me: have you small aircraft Y in sight? My response: negative, he is behind me -- what do you want me to do? Tower: you may land on runway 1. I immediately banked to the right to proceed for a left base to runway 1. At that very moment, small aircraft Y was overtaking me to my left and at a slightly higher altitude. #1 tower ASR not functioning properly. I spoke to the small aircraft Y pilot. He never saw my aircraft. A passenger saw my aircraft as traffic. I should have reminded tower immediately that I was #1 for landing (when in doubt speak up!). Callback conversation with reporter revealed the following information: reporter stated she called the tower and spoke with the controller. The controller stated controller training was in progress and the BRITE radar was OTS in the tower. Reporter stated she talked to small aircraft Y pilot and the pilot stated he did not see small aircraft X on final approach and did not take evasive action.

Narrative: SMA X CONTACTED CAK APCH, 118.6 (2 NM E OF I40). WAS TOLD TO KEEP CLR OF ARSA. PROCEEDED TO A NORTHERLY HDG. ABEAM OF MRL, WAS CALLED BACK BY DEP AND GIVEN A SQUAWK NUMBER. WAS TOLD TO PROCEED TO CAK FOR RWY 5. APPROX ABEAM OF MASSILLON, I REQUESTED TO LEAVE 3500 FT FOR 2200 FT. WAS GIVEN THE FOLLOWING: DSND PLT'S DISCRETION, CONTACT TWR 118.3. I WAS GIVEN THE FOLLOWING BY TWR: CLRED TO LAND RWY 5, HOLD SHORT OF RWY 1, LNDG TFC. APPROX 2 MINS LATER, TWR CLRS SMA Y FOR RWY 5. I THOUGHT I SHOULD REMIND HER I WAS GIVEN CLRNC FIRST AND WAS NOT YET ON THE GND. TWR CALLS ME: HAVE YOU SMA Y IN SIGHT? MY RESPONSE: NEGATIVE, HE IS BEHIND ME -- WHAT DO YOU WANT ME TO DO? TWR: YOU MAY LAND ON RWY 1. I IMMEDIATELY BANKED TO THE R TO PROCEED FOR A L BASE TO RWY 1. AT THAT VERY MOMENT, SMA Y WAS OVERTAKING ME TO MY L AND AT A SLIGHTLY HIGHER ALT. #1 TWR ASR NOT FUNCTIONING PROPERLY. I SPOKE TO THE SMA Y PLT. HE NEVER SAW MY ACFT. A PAX SAW MY ACFT AS TFC. I SHOULD HAVE REMINDED TWR IMMEDIATELY THAT I WAS #1 FOR LNDG (WHEN IN DOUBT SPEAK UP!). CALLBACK CONVERSATION WITH RPTR REVEALED THE FOLLOWING INFO: RPTR STATED SHE CALLED THE TWR AND SPOKE WITH THE CTLR. THE CTLR STATED CTLR TRAINING WAS IN PROGRESS AND THE BRITE RADAR WAS OTS IN THE TWR. RPTR STATED SHE TALKED TO SMA Y PLT AND THE PLT STATED HE DID NOT SEE SMA X ON FINAL APCH AND DID NOT TAKE EVASIVE ACTION.
