Narrative:
Problem: hydraulic failure -- complete system. Call was made on company unicom stating 'you are leaking, return to ramp' by ramp agent. Seaplane had just entered water and retracted gear. The crew interpreted a fuel leak and tried to lower gear on 'system' causing further loss of all or most hydraulic fluid. The aircraft was anchored and all deplaned without incident. Ramp and crew has since been instructed on the need for precision in radio communication during incidents or mechanical failure.

Title: AMPHIBIAN ACFT HAS COMPLETE HYD FAILURE.
Narrative: PROB: HYD FAILURE -- COMPLETE SYS. CALL WAS MADE ON COMPANY UNICOM STATING 'YOU ARE LEAKING, RETURN TO RAMP' BY RAMP AGENT. SEAPLANE HAD JUST ENTERED WATER AND RETRACTED GEAR. THE CREW INTERPRETED A FUEL LEAK AND TRIED TO LOWER GEAR ON 'SYS' CAUSING FURTHER LOSS OF ALL OR MOST HYD FLUID. THE ACFT WAS ANCHORED AND ALL DEPLANED WITHOUT INCIDENT. RAMP AND CREW HAS SINCE BEEN INSTRUCTED ON THE NEED FOR PRECISION IN RADIO COM DURING INCIDENTS OR MECHANICAL FAILURE.
