Narrative:
We took off out of iad (11 degrees flaps). After takeoff we did our after takeoff checklist and flaps (11 degrees) did not come up. We did not exceed limitations. The captain caught the selected (0 degrees) and indicating (11 degrees) difference and cycled the handle and the flaps came up without any further problem. Flaps checked out normal.

Narrative: WE TOOK OFF OUT OF IAD (11 DEGS FLAPS). AFTER TKOF WE DID OUR AFTER TKOF CHKLIST AND FLAPS (11 DEGS) DID NOT COME UP. WE DID NOT EXCEED LIMITATIONS. THE CAPT CAUGHT THE SELECTED (0 DEGS) AND INDICATING (11 DEGS) DIFFERENCE AND CYCLED THE HANDLE AND THE FLAPS CAME UP WITHOUT ANY FURTHER PROB. FLAPS CHKED OUT NORMAL.
